就地城镇化动力机制研究:兼论小城镇战略的当代转向

摘　　要：如何通过产业聚集、人口聚集、资源聚集的据点式发展模式引导约1亿人在中西部地区就近城镇化,既是中国多元城镇化发展战略体系的重要组成部分,也是我国全面建设小康社会的内在要求。首先,城乡社区衔接与村庄内部转型产生的驱动力是豫北就地城镇化动力机制的首要维度,它具体包括现代化基础设施诉求、公共服务均等化诉求、第四轮翻建新房诉求,以及家庭生计模式转型的结构性动力等现实因素。其次,空间换发展的人地挂钩是豫北就地城镇化动力机制的政策驱动力,包括置换指标、市域配置、收益返还等操作机制。再次,豫北就地城镇化推进模式表明,新型城镇化发展战略下的小城镇已突破功能主义和物质主义的窠臼,并超越了单纯人口蓄水池的制度安全阀功能,成为依托县域经济就地城镇化的推进模式和实现路径,是建构多元复合型城市化模式和县域城乡一体化道路从而实现有机城市秩序的重要组成部分。How the industrial agglomeration,population aggregation,resource aggregation of the stronghold development model guides about 1million people into urbanization in the nearby towns of the Midwest is not merely the strategy of the diversified urbanization process of China,but also an important part of the comprehensive well-off society construction.First,the internal driving force of urban and rural community cohesion and the transformation of villages are the primary dimension of the dynamic mechanism of Yubei in situ urbanization,including the modernization of infrastructure demands,the equalization of public services,the fourth round of renovation of structural dynamic demands of practical factors such as the transformation of new demands and family livelihood patterns.Secondly,the development of space for people to hook is the driving force of the Yubei in situ urbanization policies,including replacement index,domain configuration,operating income return mechanism.Finally,the advance of Yubei pattern shows that the in situ urbanization,new urbanization strategy of small towns has exceeded the functionalism and materialism mold and the safety valve function beyond the simple population reservoir,and has become the local urbanization promotion mode and implementation path,which constitute the indispensible part of the construction of the multiplied compound city model and the integration of urban and rural areas.
