摘 要:为提高基于信息系统指挥机构作战指挥能力,在分析基于信息系统指挥机构能力构成的基础上进行指挥效能评估。建立基于信息系统指挥机构效能评估指标体系,根据模糊综合评价理论构建基于信息系统指挥机构指挥效能的评估模型,采用层次分析法计算各级指标关于评价对象的相对权重,进行基于信息系统指挥机构指挥效能评估计算,计算结果为指挥机构效能较高。评估结果表明:信息化条件下,指挥信息的通联能力和作战人员的信息化素养直接影响基于信息系统指挥机构作战指挥效能的发挥。In order to improve the operations command ability of command organization based on information system, carry out command effectiveness evaluation based on analysis of information system command organization ability structure. Build command organization effectiveness evaluation index system based on information system, according to fuzzy comprehensive evaluation theory, and establish evaluation model based on command effectiveness information system command organization. Use analytic hierarchy process to calculate relative weighting about evaluation target of every layer, calculate command effectiveness evaluation calculation based on information system command organization, and the calculation results show that the command organization effectiveness is higher. The calculation results show that, under informatization condition, interconnectivity abilities of command information and information literacy of the fighters take direct influence on command effectives of information system command organization.
