摘  要:目的:探索符合广州地区灾害医学紧急救援需要的医院应急响应机制,研究成果将直接运用于广州地区甚至全国的灾害紧急医学救援,为紧急医学救援的相关决策机构提供科学的数据,对于建立科学的、符合实际的快速紧急医学救援体系具有重要意义。方法:研究对象分为两组:第一小队为值班的医生,护士和司机组成,第二小队由在家待命的各科室的固定人员组成。比较研究在历次演练、突发事件中第一小队和第二小队的人员到齐率、药品装车时间、装备装车时间、从接到调令到出发的时间、所要面对的各种影响出车的意外因素、各自面对的出车环节。结果:第一小队在人员到齐率,药品装箱时间,装备装箱时间,从接到调令到出发的时间上均优于第二小队(P<0.01)。第二小队所面对的出车意外因素较多,出车环节多,耗时长。结论:第一小队的应急响应机制比第二小队优胜,更符合灾害救援的需要。Objective: To investigate a practical emergency response system in the hospital and meet the need of emergency medical rescue during disaster in Guangzhou region. The results will be directly applied to emergency medical rescue in Guangzhou and might be explored to the whole country. Moreover, it can also provide the scientific data to the relevant decision-making organization, in order to establish a scientific, practical and rapid reactive emergency medical rescue system. Methods: The subjects was divided in two groups: Group1 consist of on- duty staff including doctors,nurses and drivers, while Group 2 is consist of the standby staff from relevant different departments. The different factors including attendance rate, drug loading time, equipment loading time, the time from receiving transfer order to departure,the total number of unexpected factors faced and total steps required to go through before departure were investigated in the previous drills and emergencies and compared between the two groups. Results: Group 1 has higher attendance rate,less drug loading time, less equipment loading time, shorter departure time than Group 2(P0.01). Conclusion: Group1 is more efficient in responding to emergency event, and is more suitable for disaster rescue requirement.
