摘　　要：伴随着我国经济进入新常态,特色小镇的建设在自然资源、文化传统、特色产业等方面代表着小镇的个性特征,这成为小镇转型升级的新亮点,并引领小镇发展进入新常态。本文以浙江省杭州市淳安县乐水小镇为例,从其区位、选址、定位、布局、配套到最后的创建等几大方面进行分析和梳理,最终得出创建思路,最后就其特色如何培育和创建经验方面提出了相应的探讨。Along with our country economy enters the new normal, the construction of the characteristic town represents the characteristics in natural resources, cultural tradition, special industry, becomes a new bright spot, and town of transformation and upgrading of small town development usher in the new normal. Taking Water town of Chun＇an county in Zhejiang province as an example, this paper analyses from several aspects of the location, site selection, orientation, layout, and the creation in the end, and proposes discussions on how to create its characteristics and the experience of how to cultivate.
