省直管县体制改革经济绩效的实证研究——以江苏省为例

摘　　要：省直管县体制改革是政府行政体制管理的一项重大改革,也是一项经济和社会政策,对县域经济具有重要的影响。本文以江苏省为研究对象,运用引入虚拟变量"省直管县"的面板数据模型进行定量分析省直管县对江苏县域经济的影响。实证结果表明,在分离其他因素对经济增长的影响情况下,省直管县政策可以促进江苏省县域人均GDP增长1.56个百分点,说明江苏省省直管县改革对县域的经济发展产生促进效应,这为江苏省省直管县体制改革的深入推进提供科学依据。Province governing county reform is a major reform of the administrative system of the government and an economic and social policy, it has an important influence on the county economy. With Jiangsu Province as an example, the paper uses panel data model of the province governing county as an virtual variable to quantitatively analyze the impact of province governing county on county economy.By removing some other relevant factors that may impact the findings, the research show that the province governing county policy can promote the county per capital GDP growth of 1.56 percentage points, which shows that the reform of province governing county in Jiangsu province is a promotion to the county's economic growth. This provides scientific basis for promoting the reform of the system of province governing county in Jiangsu province.
