摘 要:目的对青海省血站资源配置现况进行调查,为进一步制定、调整、实施血液管理和无偿献血相关政策提供参考。方法应用调查法对青海省血站资源配置进行调查,对相关数据进行统计分析。结果青海省血站年采血量由2001年的24 037U上升到2015年的74 832U,编制人数170人,实际在岗人数247人。全省开展采供血工作的10家血站中,仅海东及黄南两家中心血站为全额拨款事业单位,其余均为差额拨款事业单位。省血液中心2003年-2015年累计为6151名献血者返还血量20 752U,累计报销返还金额达545.8万元,且呈逐年上升趋势。结论政府对血站人员配备、财力保障、设备设施配置、房屋建设等的资源配备远不能满足血站发展需求,当前青海省血站生存发展受到了极大制约。Objective To investigate the status of blood station resource allocation in Qinghai Province, and to provide reference for further making, adjusting and implementing blood management and blood donation policy. Methods Investigation method. Results The annual blood collection of blood stations in Qinghai Province increased from 24 037 U in 2001 to 74 832 U in 2015, with the authorized strength of staff of only 170 and the actual number of 247. In 10 blood stations to carry out blood supply and blood collection, only two central blood stations of Haidong and Huangnan were the fully funded institutions, and the rest were the partly funded institutions. Only the provincial blood center returned a total of 20752U blood for 6151 donors from 2003 to 2015, with the cumulative amount of reimbursement amounted to 5.458 million Yuan, and it showed an annual increasing trend. Conclusion The government's blood bank staffing, financial security, equipment configuration, housing construction and other resource allocation cannot meet the development needs of blood stations, the current survival and development of blood stations in Qinghai Province had been greatly restricted.
