河南省城镇化与资源环境的耦合协调发展研究

摘　　要：在分析城镇化与资源环境耦合关系、互动机理的基础上,运用耦合协调度模型,从时空两个维度对河南省城镇化系统与资源环境系统的耦合协调状态进行评价,得到如下结论:(1)时序特征方面,2000-2011年河南省城镇化与资源环境耦合强度从0.498 4降至0.473 5,耦合状态基本处在颉颃阶段;2000年以来河南省城镇化综合发展指数有大幅度的提升,并伴随着"十一五"、"十二五"城镇化建设的深入而呈现逐年加快的趋势,而环境综合发展指数则呈逐年下降的趋势;2000年以来河南省城镇化与资源环境的耦合协调度呈波动上升状态,作用强度经历了从中强度耦合的低等水平向中强度耦合的中等水平过渡.(2)空间分异方面,耦合度和系统综合发展指数的空间分异呈现较大的差异,个别等级呈倒置分布状态;耦合协调度空间分异虽与耦合度、系统综合发展指数分布有些许类似,但其主要受城镇化系统与资源环境系统竞争、合作关系影响.基于时空分异的研究结果,提出了采取综合措施,构建"两型"社会城市;控制环境污染,增强综合承载力;坚持城镇体系协同发展,促进城市群整合发展;制定差别化的政策,缩小地区间的差异水平等结论性建议.The coupling relationship of urbanization process and resource-environment system protection is mutually influential.On one hand,the resource-environment system has been destroyed by the rapid urbanization process of population agglomeration,urban land expansion and the rapid development of non-agricultural industries.On the other hand,urbanization process has been constrained by resource-environment protection measures of limiting the population development,exclusion of capital and taking some environment intervention policies.Based on the coupling relationship and interactive mechanism of urbanization and resource-environment system,this paper uses coupling coordination degree model to evaluate Henan Province from spatial-temporal dimension.The results show that,from the perspective of temporal dimension,we found that the coefficient of degree of coupling is reduced from0.498 4to 0.473 5from 2000 to 2011,but the degree of coupling coordination is increased.Since 2000,urbanization comprehensive development index has a big improvement,and it accelerated due to the urbanization construction of the 11 th and 12 th Five-Year Plan of national economic and social development,while environmental comprehensive development index gradually decreases.Since 2000,the coupling coordination degree of urbanization and resources and environment of Henan Province has shown greater volatility,which changes from low level to medium level.From the spatial dimension,the degree of coupling and the index of comprehensive coordination show a large difference.Although the coupling coordinated degree is similar to coupling degree and index of comprehensive coordination in some region,it is influenced by the competition and cooperation relation between urbanization system and resource-environment system.At last,according to evaluated results,we put some suggestions to coordinate the urbanization system and resource-environment system.
