集体林区农户造林状况及其影响因素分析

摘　　要：基于浙江省4个林区县16个村庄192个农户的实地调查数据,在简要分析集体林区农户造林状况的基础上,采用计量经济学方法定量分析影响农户造林规模的决定因素。研究结果表明:1集体林区农户有一定的造林参与度,但不同地区之间造林积极性与造林林种选择差异较为明显;2稳定的林地产权能够有效促进农户的造林积极性,拥有林权证的农户造林积极性更高;3林权抵押贷款等林业扶持与支持政策对农户造林积极性有积极影响。最后,提出相应的政策建议。This paper quantitatively analyzes the determinants that affect the scale of farmers＇ afforestation by using econometrics method based on a brief analysis of the situation of farmers＇ afforestation in collective forest area.The data is collected by investigating 192 households of 16 villages belonging to 4 forestry counties in Zhejiang Province. Results show that：（1） Farmers have certain enthusiasm for afforestation. However,the differences are obvious between the farmers＇ afforestation enthusiasm and the selection of tree species in different regions.（2） The stability of forestland property rights can effectively promote farmers＇ afforestation enthusiasm.Besides,farmers with forest right certification are more enthusiastic about afforestation.（3） Forestry support policies and systems such as forestry rights mortgage loan have positive effects on farmers＇ afforestation enthusiasm.Finally,corresponding policy recommendations are put forward.
