摘　　要：农业供给侧结构性改革是生产领域的全方位变革,是供给领域的全产业链条变革,是改革领域的协同性变革。当前,关于农业供给侧结构性改革的政策内涵存在三个误区:一是简单认为农业供给侧结构性改革主要是解决农产品供给过剩问题;二是简单认为农业供给侧结构性改革主要是调整优化农业结构;三是简单认为农业供给侧结构性改革主要是转变农业发展方式。推进农业供给侧结构性改革,完成既定的目标任务,关键在于通过培育新型农业经营主体,引发农民的自觉行动,增强农业农村发展活力和内生动力。与普通农户相比,农民合作社资源动员能力和服务能力更强,对接市场渠道更广。与家庭农场、龙头企业等其他新型农业经营主体相比,农民合作社与农户的利益联结机制更紧密,发挥协同效应的纽带作用更明显。因此,政府应当加大政策创新力度,给予更多地优惠与扶持,促进农民合作社规范化创新发展,引导其在供给侧结构性改革中发挥引领作用。The supply -side structural reform in agricultural is an all -round revolution in the production field, a full -value -chain revolution in the supply field, and a synergistic revolution in the reform. At present, there are three misconceptions on the policies for it. Misconception 1 ： the reform is simply to redress the surplus in agricultural products supply; Misconception 2： it is simply to adjust and improve agricultural structure; Misconcep- tion 3 ： it is simply to transform the growth model in agriculture. The key to promoting the reform and fulfilling the goals lies in fostering new forms of agribusiness, motivating farmers to act voluntarily, inject the agricultural and ru- ral development with vitality and internal power. Compared with individual farmers, farming cooperatives have grea- ter strength in resources mobilization and service capacity, and wider market channels. Compared with family farms, leading enterprises and other emerging forms of agribusiness, farming cooperatives have closer interest bonds with the farmers, and play a greater bonding role in forming synergy. Therefore, the government should make poli- cy innovations and provide more preferential policies and support to facilitate the sound and innovative development of the cooperatives and guide them to play a leading role in the reform.
