摘 要:我国已将发展科技孵化器作为培育新兴科技企业和建设创新型国家的重要策略之一。在众多的申请项目中,科技企业孵化器评估人员面临的首要问题是如何能快速而准确地选择入驻企业。文章基于企业成长理论、产业集群理论、模糊理论以及多属性决策理论等相关理论,对影响科技孵化器选择入驻企业的评价因素进行了深入分析,报告了科技孵化器对选择入驻企业构建指标体系的现状,通过采用层次分析法(AHP)和逼近理想解的排序法(TOPSIS)两种研究方法,构建了AHP—TOPSIS综合评判指标体系模型,从社会效益、创新能力、管理能力、投资收益能力和政策支持五个方面综合反映了科技孵化器对选择入驻企业的评价指标体系问题,旨在为科技孵化器对选择入驻企业提供一种切实可行的科学方法。Our country has developed science and technology incubators as one of the important strategies to cultivate new science and technology enterprises and to build an innovative country. How to choose the enterprise quickly and accurately from large amount of applications has become the most important issue for the evaluators of science and technology incubators. Based on the enterprise growth theory, industrial cluster theory, fuzzy theory and multi-attribute decision making theory, this paper analyzes in depth the evaluating factors that influence the science and technology incubators' selection of start-up enterprises, and reports the current status of index system construction for start-up enterprises selection. By using the methods of analytic hierarchy process and technique for order preference by similarity to ideal solution, an AHP-TOPSIS comprehensive evaluation index system model is established, and five aspects, i.e., social benefits, innovation ability, management ability, investment income ability and policy supports, are considered to construct the evaluating index system, which aims to provide a feasible scientific method for the science and technology incubators' selection of start-up enterprises.
