跨区域创新资源协同的驱动机理及协同模式探析

摘　　要：区域创新能力提升的关键是实现创新资源跨区域多维层次的有效协同。本文以客观创新资源为研究视角,在协同学、创新资源理论基础上,定义跨区域创新资源协同的概念并总结其特征;基于创新主体、创新环境以及创新基础三个层次,对跨区域创新资源协同的驱动机理进行全面和深入分析;针对不同发展水平及不同种类资源区域的情形,提出和设计了不同的跨区域创新资源协同框架与模式;最后,基于跨区域创新资源协同的主体利益、市场环境及政策制度等方面,分别提出了相应的协调机制。The key to enhance regional innovation capability is to realize the effective multidimensional hierarchy collaboration of the cross regional innovation resources. From the perspective of objective innovation resources, the concept and characteristics of cross regional innovation resources are defined based on the synergetics and the theory of innovation resources; in view of the three levels of innovative subject, innovation environment and innovation foundation, the paper analyzes the driving mechanism of the cross regional innovation resources synergy, proposes different coordination frameworks and modes of cross regional innovation resources for different levels of development and different resource regions, and finally, puts for- ward several coordination mechanisms for cross regional innovation resources from the perspectives of subject interests, market environment and policy system.
