村民和政府视角审视镇村布局规划及延伸探讨--基于苏中地区X镇的案例研究

摘　　要：中国快速城镇化进程中,镇村发展与城市发展同样重要。近年来各地针对镇村地区编制了若干规划,但在实施中普遍遇到了现实的困难。本文以社会调查为基本方法,从政府和村民的视角来审视镇村布局规划的实施,以江苏省苏中地区X镇的镇村布局规划为例,对其编制内容和实施情况做了探究。镇村规模、迁村并点及镇村建设三个方面展开的实施评估表明,镇村基础设施建设方面成效显著,但镇村规模和迁村并点的实施程度较小,与"集中居住"的规划目标尚有很大差距。规划实施受限的主要因素在于村民的集中居住动力不足和政府的推力不够。结合我国农村发展的趋势,本文在"完善实施机制,提升农村人居环境"等方面展开了若干延伸探讨,并指出在当下我国镇村规划体系尚不完善的阶段,镇村布局规划将作为乡村规划与其他相关规划协调的重要桥梁而继续存在,但内涵将发生变化。During China＇s rapid urbanization process, both urban and rural developments are equally important. In recent years, most towns and villages have prepared a number of plans, but also confronted with practical difficulties in implementation. Based on the methodology of field investigation, this paper reviews the implementation of the plan from both the government and villagers＇ perspective, Taking the Plan for Villages Consolidation of X Town in mid-Jiangsu province as the case, this paper tries to research its content and implementation process. The evaluation of three aspects, i.e., village scale, village relocation and consolidation, and village construction, indicates that improvement in village infrastructure construction is remarkable, but the other two are still far from the aim of ＂consolidation.＂ The poor implementation of the plan is due to the lack of villagers＇ willingness to settle together and governmental driving force. In extension, considering the trend of rural development in our country today, this paper discusses how rural living environment can be improved and how the planning implementation mechanism can be reformed, and notes that in the stage when planning system is still incomplete in China, the layout plan of villages will continue to exist as the bridge between rural plan and other related plans, but its content and intension will change with time.
