“空心村”治理与宅基地制度变革——基于广西富县实地调研

摘　　要：从全国调研的情况看,"空心村"的成因包括地理空间、经济发展水平和农民外出务工阶段等因素,然而,学界误将农民进城务工期间出现的季节型"空心村"当成"空心村"的主要类型和主要问题所在,继而提出了宅基地市场化的"空心村"治理策略,掩盖了"空心村"问题的公共事务治理本质。广西富县农民自发组织起来,依靠本土资源,利用村社统筹机制打破了闲散、细碎、日趋固化的宅基地使用格局,成功完成了"空心村"治理工作,不但为其他地区"空心村"治理提供了思路,而且对当前宅基地制度改革有所启示:在保障农民住宅权的前提下,适当加强村社集体在宅基地上的所有权和调整权,建立和完善村社统筹机制,为"空心村"治理提供制度支持。It can be found from the national survey that ＂hollow villages＂ are the result of many factors, such as geographical space, economic development level, and the stages of farmers migrating to cities for employments. However, in the academic circle, the seasonal ＂hollow villages＂ which emerge in the period of farmers working in cities are often mistaken as the main type of ＂hollowed villages＂ and the main problem. Based on that, the strategy of rural homestead marketization for the governance of ＂hollowed villages＂ is put forward, which fails to discover the essence of public affairs governance of ＂hollowed villages.＂ This paper points out that the farmers of Fuxian County in Guangxi Province organize spontaneously and succeed in accomplishing the governance of ＂hollow villages＂ by relying on local resources and using the village community integration mechanism,to break the idle, fragmented, and curing homestead use pattern. The farmers＇ autonomous practice in Fuxian County not only provides references for the governance of ＂hollowed villages＂ in other areas, but also gives some enlightenments on the current homestead system reform： appropriately strengthen the rural collective＇s ownership right and adjustment power in the homestead under the premise of protecting peasants＇ residence right; establish and improve the village community integration mechanism, in order to provide a system support for the governance of ＂hollowed villages.＂
