摘　　要：多民族国家建设既包括传统意义上的主权国家建设,也包括国家认同建设和国家能力建设。较为完善的国家建设是多民族国家和谐民族关系的基石,建设方式不当或内容不全,易造成民族关系紧张、民族矛盾突显,乃至暴力性的民族冲突,进而造成国内危机。当国家化解、管控此类危机的能力不足时,国内政治势力或民族集团向外求助,届时国际干预便接踵而至。对此,文章引用"回飞镖模式"来阐述多民族国家建设与民族冲突、国际干预之间的关系,并利用乌克兰危机的案例来解析此关系模式的内在逻辑。Not only include the building of a multi-ethnic state the traditional sense of sovereign state-building,but also national identity and state capability building.The wellfunctional state-building is the cornerstone of the harmonious ethnic relations of multi-ethnic states.Improper or incomplete building will be likely to cause ethnic tension,ethnic disputes,and even violent ethnic conflicts,and then result into the domestic crisis.If the state's ability to defuse and manage such crises is inadequate,the domestic political forces or ethnic groups will seek to help from outside.And then international intervention will come one after another.In this paper, ' Boomerang Pattern' is borrowed to explain the relationship among multi-ethnic state building,ethnic conflict and international intervention.Moreover,the authors use the case of Ukrainian crisis to analyze the logic of the relational model.
