我国城镇居民医保制度发展水平指标体系构建与应用——以江苏省为例

摘　　要：目的:构建城镇居民医保制度发展水平指标体系,以江苏省为例,评价13个地级市居民医保制度发展水平。方法 :从制度的保障水平和可持续性两个角度选取12个指标构建居民医保制度发展水平综合评价指标体系,运用熵权TOPSIS法和聚类分析法进行评价分析。结果 :按地域划分,江苏省居民医保制度发展水平较为均衡,但各地区存在差异且发展不均衡。结论 :政府应加大投入,平衡发展居民医保制度,提高参保人员医疗待遇,促进居民医保制度可持续发展。Objective： To evaluate the development level of resident＇s basic health insurance system by taking Jiangsu province as an example. Methods： Twelve indicators were selected from the aspects of security level and sustainability of the system to establish a comprehensive evaluation system, which were evaluated and analyzed by entropy TOPSIS and cluster analysis. Results： The development level of health insurance system for urban residents in Jiangsu province was rather balanced, but differed in different regions or even unbalanced. Conclusion： The government should constantly develop economy and increase financial investment to develop a balanced urban resident＇s health insurance system, improve the medical treatment of the insured residents and promote its sustainable development.
