摘　　要：建设世界一流专利审查机构已经成为加快建设知识产权强国背景下专利审查工作的总体愿景与战略谋划。世界一流专利审查机构的基础是拥有强大的专利审查综合能力,体现在环境优越、资源充足、绩效突出和管理科学四个方面。世界一流专利审查机构拥有优越的法治环境、市场环境和文化环境,拥有充足的审查资源,拥有突出的审查绩效,拥有高效的管理机制。世界一流专利审查机构的核心是在技术创新、经济增长和法治建设的协调体制中起中枢作用,世界一流专利审查机构是技术创新的助燃剂、经济增长的加速器、法治建设的助推器。世界一流专利审查机构的外在表现是对专利审查国际规则的制定与演进具有主导者和引领者的地位。在专利审查国际合作中,世界一流专利审查机构是专利审查国际格局和规则变化的支配性力量之一,凭借强大的专利审查综合能力,在专利审查国际合作中选择适合的外交政策和目标,积极主导和参与专利审查国际规则的制度建设。Accelerating the construction of world-class patent examination offices is the top-level design and the strategy of patent examination policy. The foundation of world-class patent examination office is the comprehensive ability of patent examination, the symbols of which include superior environment, sufficient resources, outstanding performance and scientific management. The connotation of world-class patent examination office is to play a key role in accelerating technical innovation, economic growth and legal construction. The Outward Manifestation of world-class patent examination office is to be a leader in formulating and adjusting the international patent examination rules.
