体育组织预防腐败犯罪研究

摘　　要：体育腐败导致体育组织公信力严重受损。为应对信任危机,体育组织构建专职防控机构、制定行业规范、组织教育培训、实施监督和预警。以上预防措施短期内起到了抑制效果,但从长期的治理和防控而言,体育组织目前的防控措施仍略显不足。研究认为,体育组织应着力构建全球性的统一防控机构,以利于协调和部署国际及国内体育组织执行具有针对性的反腐措施;对于体育规范的制定,应研制统一的反腐规范,以利于各组织对体育腐败的性质认定及组织侦查;对于监督和预警,体育组织应与国家与国际司法机构交流与合作,构建多元化的信息分享机制,有效防患于未然。Corruption crimes destroy the public trust of sport organizations.In order to cope with confidential crises,sport organizations build full-time prevention institutions,regulate industry code,organize educational training,and implement supervision and early-warning.These preventive measures can control crimes in a short term,however.These are not enough in terms of long term prevention.Sport organizations should establish global prevention institutions to coordinate and deploy corresponding anti-corruption measures implemented by international and domestic sport organizations.Unified anti-corruption regulations should be stipulated in order to facilitate the identification of nature and investigation;in terms of supervision and early-warning.Moreover,sport organizations should communicate and cooperate with international judicial organs to establish diversified information sharing mechanism to prevent beforehand.
