摘　　要：政务处是清末新政开始后,朝廷为领导新政而设立的专门机构。因其职能屡随时局变动,故历来对政务处重要与否说法不一。辛丑回銮之前,由于特殊的内外政情,使得政务处在本职而外又代行其他机构的相关职能,因而重要性凸显。本文在广泛收集史料和考订史实的基础上,呈现政务处在设立初期"近真"的历史面相。The Bureau of Government Affairs was a specialized institution established by the imperial court to lead the New Policy Reforms. Due to the change of functions along with the change of political situations, there have been different opinions as to whether the Bureau was important or not. Before Empress Cixi and Emperor Guangxu returned to Beijing, the Bureau had to act on behalf of other institutions together with its own duties under special internal and external political situation, therefore its significance was highlighted. Based on comprehensive collection of historical data and research of historical facts, this paper tries to present the historical truth of the Bureau in its early stage.
