摘　　要：我国城市未来开展公共开放空间规划成为新趋势。研究首先解析公共开放空间作为城市总体专项规划以及与城市绿地系统、公园绿地的关系,加深现有规划体系下对公共开放空间的认识,进而从3个方面与国际进展加以对比研究,述评概念、规划实践现状以及规划机制。最后基于弥补差距、保留自身规划特色而不盲目借鉴的目标,以上海市城市总体规划(2040)战略议题"公共开放空间专项规划"为例,提出公共开放空间规划的编制途径。It has became a new trend that Chinese cities would develop public open space planning. The research firstly analyzed the public open space as urban overall specific planning as well as its relation with urban greenbelt system and park greenbelt so as to deepen the cognition to the public open space under the existing planning system, and then it carried out comparative research with international progresses from 3 aspects, discussed and evaluated the concept, the current situation of planning practice and the planning system. Finally, basing on the goal of making up gap, maintaining own features of planning instead of aimlessly drawing lesson, the paper proposed the approach for public open space planning by taking the subject ＂Specialized Planning of Public Open Space＂ of Shanghai＇s Overall Urban Planning （2040） for example.
