摘　　要：铁路货物装卸作业是铁路运输组织的重要环节,影响着铁路企业在现代物流市场中的竞争力。概述南宁铁路局货物装卸业务外包模式现状,针对目前货物装卸业务外包管理中存在的管理制度有待进一步完善、管理力量有待进一步加强、装卸机械化程度不高等问题,从现代物流发展方向和铁路装卸业务的指导方针出发,提出进一步完善管理制度、试行货场装卸物流一体化外包模式、规范装卸业务外包方式和大力提升装卸机械化程度等对策,对改善铁路货物运输服务质量、提高南宁铁路局货物运输的核心竞争力具有重要意义。Railway freight loading operation is an important link of railway transport organization, which influencing the competitiveness of railway enterprise in modern logistics market. This paper summarizes the outsourcing model status of freight loading business by Nanning Railway Administration. Targeting with problems existing in outsourcing management of current freight loading business, including unimproved management system, weak management power and low loading mechanization degree, from the aspects of development trend of modern logistics and the guidelines of railway loading business, the paper puts forward countermeasures, such as further improving management system, taking trial operation of outsourcing model integrated with loading and logistics in freight yard, standardizing the outsourcing ways of loading business and greatly increasing loading mechanization degree, all of these have significant meaning on improving service quality of railway freight transportation and increasing core competitiveness of freight transportation of Nanning Railway Administration.
