摘　　要：在发展海洋经济、建设海洋强国以及构建国际海事司法中心的战略背景下,海事诉讼管辖制度有诸多需要改进和完善之处。当前急需理顺海事诉讼级别管辖;扩大海事专属管辖;维护海洋权益,保障海洋主权,以期为完善我国国内海事诉讼管辖制度,构建国际海事司法中心,实现"一带一路"战略提供参考和依据。Under the background of developing marine economy, building marine power and establishing international maritime judicial center, the maritime litigation jorisdiction system needs much improvement. It is urgent to straighten out the grade jurisdiction of maritime litigation, expand exclusive maritime jurisdiction, protect marine rights and interests and safeguard marine sovereignty. The paper aims at providing reference and basis for improving China＇ s domestic maritime litigation jurisdiction system, establishing international maritime judicial center and realizing the strategy of the Belt and Road.
