摘 要:基于1998-2008年我国医药制造业数据,通过构建计量模型,实证考察我国政府科技投入的技术创新产出效果。研究结果表明,政府科技投入对医药制造业总体技术创新产出的促进作用并不显著;政府科技投入对化学药品制造业和中成药品制造业技术创新产出具有显著的促进作用,而对生物生化制品制造业没有显著影响;政府科技投入能显著促进大型医药企业技术创新产出,而对中型企业的影响效果不显著;政府科技投入对国有及国有控股医药企业技术创新产出的促进作用并不显著,而对非国有企业却存在不显著的负向影响。By constructing econometric models, the paper empirically analyzes the effects of government RD inputs on the firms' technological innovation based on the pharmaceutical manufacturing industry data from 1998 to 2008 in China. The results show that the effect of government RD inputs to promote technological innovation output of pharmaceutical manufacturing industry in general is not significant. Government RD inputs have a significant improving effect on chemical manufacturing and Chinese medicine manufacturing technology innovation output, and there were no significant impacts on the biological and biochemical products manufacturing industry. Government RD inputs can significantly promote the large-scale pharmaceutical enterprises technology innovation output, while no significant effects on medium-sized enterprises. Government RD inputs have no significant effect on the promotion of state owned and state holding pharmaceutical technology innovation outputs, while there is no significant negative impact on non-state owned enterprises.
