摘 要:近年来,中国风电发展逐渐形成了逆向分布、密集发电、集中并网的电源格局,传统电网调度控制方式难以有效解决大规模间歇式风电出力波动,风电的消纳送出受到了严重的制约。在研究不同时间尺度下风功率波动特性的基础上,通过分析常规电源和高载能负荷在调节风电波动上的互补关系,提出一种源荷互动两级协调控制策略。一级协调控制根据日前风电功率预测情况,以风电消纳能力最大为目标,通过常规电源和高载能负荷在调节容量上的优化配置,提高风电消纳水平;二级协调控制针对风电功率实时波动情况,以风电实时出力与计划出力的偏差最小为目标,通过常规电源和高载能负荷的协调控制,平抑风电波动,提高大规模风电消纳水平。通过对甘肃电网的仿真分析,验证了所提控制策略的有效性。In recent years, wind power in our country develops rapidly, and has gradually formed the source structure which is conversely distributed, generates power intensively, and connected grid conceptually. Tradi-tional mode of power dispatching and controlling is difficult to resolve the intermittent fluctuation of wind power generation effectively, and it restricted the wind power consumption severely. Based on the characteristics of wind power fluctuation at different time scales,this paper analyzed the complementary relationship between general source and high energy load on adjusting wind power fluctuation, and finally proposed a two-level coordination op-timization control strategy for large-scale wind power consumption with source-load interactive. Based on the day- ahead wind power prediction, the first control model improved the wind power consumptive level by cooperating general source and high energy load in the adjust capacity which the optimization object is the largest wind plan power and wind block power consumptive volume. The secondary control model stabilized the fluctuation of wind power by cooperating regular source and high energy load in the control speed which the optimization object is the least of deviation mutation; optimal compromise solution between real-time value and plan value of wind power with regard to the real-time wind power fluctuations, it finally improve the level of large-scale wind power consumption. The simulation results of Gansu power grid verified the feasibility and effectiveness of this strategy.
