主题地图在同行评议专家库构建中的应用

摘　　要：同行专家在同行评议中起着关键性作用,同行专家一般来源于同行评议专家库。我国同行评议专家库存在专家信息以线性模式为主、未呈现专家之间的关联等问题。文章提出将主题地图技术应用于同行评议专家库构建,利用专家主题地图按主题集中相关信息资源和揭示专家之间关联的优势,以优化"小同行"专家的选择和有效实施回避制度。Experts play an important role in the peer review and they are selected from the expert databases,so studies on expert databases are very essential. At present, there are some problems in the inventory of expert databases in China,mainly in the accuracy of subject areas,the linear model of expert information which fails to reveal the relationships between experts. This paper proposes to build the experts database using the topic maps,so as to select the experts who have the same research subjects,and to carry out the avoidance system effectively.
