摘 要:我国虽然提出了减排目标,但缺乏对建筑业碳排放现状与减排目标效率水平的对比分析。在剔除环境因素和随机误差对建筑业碳排放投入指标影响的基础上,以2005年建筑业碳排放强度降低45%为减排目标单元,构建建筑业碳排放效率评价的广义DEA模型,从八大区域分析我国建筑业碳排放效率水平。以2003—2014年我国建筑业碳排放为实证,结果表明:我国建筑业碳排放效率逐年提升,投入指标冗余逐年降低;建筑业碳排放技术效率水平分为三个层次,北部沿海、东部沿海为高效区,大西北为低效区,其他区域为中效区;建筑业投入指标冗余现状表现为资本存量和碳排放冗余较高,机械设备冗余居中,劳动力冗余较低。从提升区域建筑业碳排放效率和降低区域建筑业投入指标冗余两方面提出减排策略,研究成果可为区域化建筑业减排提供决策依据和理论指导。China proposed emission reduction targets, however there was a little comparative analysis of efficiency between current status of con- struction carbon emission and emission reduction targets. This paper eliminated the influences of the environmental factors and random error on carbon emissions efficiency evaluation results of the construction industry, regarding 45 % reduction in construction carbon emission intensity in 2005 as the sample unit, and established Generalized DEA Model of construction carbon efficiency evaluation. This paper analyzed carbon emissions of construc- tion in different regions from 2003 to 2014. The results showed that carbon emission efficiency of construction industry increased year by year, but in- put indicators redundancy decreased year by year. Construction industry carbon emission efficiency values were divided into three levels. Efficiency values of northern coastal areas and eastern coastal areas were the highest,and efficiency values of northwest China was the lowest,other region effi- ciency values were at a moderate level. Construction industry input indicators redundancy rates were different. Redundancy rates of capital stock and carbon emissions were higher, redundancy rate of mechanical equipment was at a moderate level, redundancy rate of labor was lower. This paper prop- osed emission reduction strategies based on improving carbon emission efficiency and reducing input indicators redundancy. Findings of the research could provide some evidences and theoretical guidance on emissions reduction for different regions.
