基于层次分析法的新疆地区居民就医难影响因素分析

摘　　要：目的分析新疆地区居民就医难的主要影响因素,探索解决该地区就医难问题的方法,为探讨加强该地区医疗卫生服务保障水平的路径提供理论依据。方法通过查阅文献,并对专家进行访谈调查,运用层次分析法对该地区居民就医难的影响因素进行分析。结果在新疆居民的就医难影响因素中,医疗体制因素所占权重最大,在方案层16个指标中排名前3位的分别是医疗资源分布不均衡、医疗保险类型和基层医疗服务机构缺位。结论医疗体制因素是新疆地区就医难的主要因素,卫生行政部门应通过调整医疗卫生资源分布、统筹城乡医保体系建设、健全基层医疗卫生体系、保证公立医院公益性本质等来从根本上解决新疆地区的就医难问题。Objectives To analyze the main influencing factors of difficulty in medical treatment in Xinjiang area,explore the methods to solve the difficult problem of medical treatment in this area,and provide the theoretical basis for strengthening the level of medical care in the region.Methods Through literature review and interviewing with experts,this paper analyzes the factors that affect the residents＇ medical treatment in this area by using the analytic hierarchy process.Results Medical system factor accounted for a large weight,and the top 3the 16 indicators are the distribution of medical resources,medical insurance and the absence of basic medical services.Conclusions Medical system is the main factor of difficulty in medical treatment in Xinjiang area.The health administrative department should fundamentally solve the problem in medical treatment in Xinjiang area by adjusting the distribution of medical resources,coordinating the urban and rural medical insurance system,improving the basic medical and health system,and guaranteeing the public welfare nature of public hospitals.
