摘　　要：对近年来黑龙江文化发展与建设的成果进行全面的梳理,得出推动文化改革发展,就是要发挥人民群众的主力军作用的结论。黑龙江的文化建设走的是文化惠民的朴实之路,无论是文化体系的构建,还是公共文化服务网络的完善,抑或公共文化服务能力的培植,都全方位地引导人们求真、崇善、向美,使主旋律更响亮,正能量更强劲。这一方面实现文化产品供给的精品化,另一方面也回答了文化产业供给侧结构性改革中亟待解决的问题。特别是高雅艺术进校园的推进以及小剧场戏剧的创新发展充分体现了文化惠民的精神,是文艺创作异彩纷呈的生动写照。黑龙江省的文化发展与建设为欠发达地区的文化突围做出了积极的贡献。Through the comprehensive research and analysis of the achievements and construction of cultural development and construction in Heilongjiang Province in recent years, the author draws the conclusion that the cultural reform and development are the main force of the people. Heilongjiang cultural construction is tak- ing the simple road of culture benefiting the mass. Either the construction of cultural system, or the improve- ment of public cultural service network, or the cultivation of public cultural service ability, can comprehen- sively guide people to seek truth, respect for goodness, and pursue beauty, and all these can make the main theme louder, and positive energy more powerful. On the one hand, it can achieve the quality of cultural products supply ; and on the other hand, it can also provide answers to the problems in structural reform of the supply front that is in urgent need to be solved. In particular, the development of elegant art into the campus and the development of mini - theater drama fully embodies the spirit of culture benefiting the mass, which is a vivid portrayal of literary and artistic creation. The cultural development and construction in Heilongjiang Province has made a positive contribution to the cultural breakthrough in underdeveloped areas.
