科技成果转化政策演进及区域差异分析——以京津冀和长三角为例

摘　　要：由于科技创新在我国发展中日益重要,而科技成果转化又是科技创新中一个重要的环节,为此,我国出台了大量的科技成果转化政策。科技成果转化政策作为激励科技成果有效转化的最有力的工具和手段,其政策演进直接反应了政府推进科技成果实施转化的过程。通过对京津冀和长三角地区科技成果转化政策文本进行收集、梳理和挖掘,并基于政策文本进行量化分析,从政策目标,政策工具,政策执行3个维度对比了两区域3个阶段的演进差异,并对两区域科技成果转化政策发展中存在的问题提出了意见与建议。Science and technology innovation is increasingly important in the development of our country, and the transformation of scientific and technological achievements is an important part of scientific and technological innovation. For this purpose, a lot of scientific and technological achievements transformation policy has been introduced in China. As the most powerful tool and means to encourage scientific and technological achievements effectively transformed, scientific and technological achievements policy evolution responses to the process of government＇s promotion on its implementing transformation directly. After collecting, sorting and data mining of the technological achievements policy text of the Yangtze River Delta and Beijing-tianjin-Hebei Regional. Compared the evolution differences between these three stages of two regions from policy objectives, policy tools and the implementation of policies, based on quantitative analysis. Some opinions and suggestions are presented on the problems in the development of the policy for the transformation of scientific and technological achievements in the two areas.
