摘　　要：农村是中国社会的基石,农村的长期稳定与发展,不仅关系着经济社会的持续发展,还直接影响着社会整体的形象和城乡一体化的进程。因此,加强农村法治建设尤为重要。济南全面开展农村合同监管项目竞标工作,把村干部的“权力”关到制度的“笼子”里,成为新时期农村法治建设的新亮点。在这个过程中,越来越多的村民开始知法、守法、用法,法治让他们感受到了力量和尊严,也为农村撑起一片艳阳天,Countryside is the footstone of China's society,whose stability and growth not only relates to the sustainable development of economy and society,but also influencesoverall image of society and rural-urban integration.Therefore,it is especially important to promote the construction of the rule of law in countryside.Contract supervision and project bidding were comprehensively carried out in Jinan,introducing regulations for monitoring the administrative power of village cadres,which has become a new spot for legal system construction of the rural region in the new era.During this process,an increasing number of villagers became acquainted with law,abided by the law and knew how to use it.They have been endowed with strength and dignity thanks to the construction of the rule of law.Contract supervision and project bidding have been implementing at grassroots level since July 2015.It gave full play to the leading and protective role of the rule of law and regulated the exercise of power,preventing social contradictions from its fountainhead,stimulating healthy economic and social developments in rural regions.
