论我国高校自主招生权的监督与制约

摘　　要：高校自主招生权是在国家设立的入学标准的基础上,高校根据自身的办学目标、办学条件和办学要求,自主确定招生标准、招生范围、招生方式的权力。权力固有的扩张本性与负面作用,高校自主招生权的特殊地位与属性异化,导致我国高校自主招生权监督与制约缺失。应健全以制度制约权力、以权力制约权力、以监督制约权力、以权利制约权力等为一体的高校自主招生权监督与制约体系,从源头上预防和治理高校招生腐败。Based on the enrollment standards set up by the nation,the right of autonomous enrollment is that colleges and universities can autonomously determine enrollment standards,enrollment scope and enrollment methods,according to their own educational goal,condition and requirement. The inherent expanding nature and negative effect of power and the special status and alienated property of enrollment right lead to the shortage of supervision and restriction of the right of autonomous enrollment. Therefore,it should improve the system of power supervision and restriction in which regime restricts power,power restricts power,supervision restricts power and right restricts power,which can prevent and tackle enrollment corruption from the source.
