摘 要:中小机场是具有重要战略意义的社会公益性基础设施。目前,我国大多中小机场的发展需要靠财政补贴来维持。随着国家新政策的颁布,我国中小机场的发展将迎来前所未有的机遇与挑战,同时对中小机场的支持政策也提出新的需求。本文通过深入分析我国中小机场的补贴数据、吞吐数据、所在城市数据等,探究其中现象及规律,从数据中发现当前补贴政策下所表现出的局限性,在坚持已有补贴政策精髓的同时,提出适应新需求的补贴政策建议,保障中小机场在新环境下的持续协调发展。Small and medium-sized airports are public welfare services which have important strategic status. But most of the these airports are in deficit and need financial subsidy to keep growth. With the new national policy published in recent years, opportunities and challenges are brought to those airports, while new requirements are needed for the policy of subsidy. In this paper, through deep analysis of the subsidy data, passenger throughout capacity data and city data, we tried to explore the phenomenon and the pattern from them. From the data analysis, we have found some limitation in the phenomenon under the current subsidy policy and governments should hold the principle of current subsidy policy and give some suggests to adapt to the new requirements.
