军民融合高技术产业基地管理体制论析

摘　　要：新时期,本着为国防服务、富国与强军相统一的基本原则,我国实施军民融合、寓军于民战略,建立军民融合产业管理创新体制,实现军民高技术产业融合式发展,对保障国家安全,促进地方经济发展具有重要现实意义。实现军地融合互补与协调发展,需要政府、企业、高等院校及科研院所有效整合资源,协同作用,不断创新管理体制。At present, based on the basic principles of national defense service, the integration of flourishing the nation and strengthening the military, the strategy of civil -military integration and combination of military efforts with civilian support are implemented, the civil-military integration industry innovation system is established and the integrated development of the civil-military high-tech industry is realized, which are of practically significant to safeguard national security and promote the development of local economy. To achieve the complementary and coordinated development of civil-military integration, efforts must be made by the government, enterprises and universities and research institutes to integrate resources effectively, to work together, and to keeping innovating management system.
