摘　　要：区域公共图书馆服务体系建设能在较大程度上影响到区域文化服务的覆盖面,意义重大。乐山市公共图书馆服务体系建设存在着市县两级公共图书馆发展不平衡、总分馆体制不健全、基层图书阅览点布局不均衡、服务能力较低等问题。解决这些问题应建立政府主导的管理体制、城乡一体化总分馆(点)服务运行机制,实现基于统一的网络集成管理系统的一卡通借阅,建立基层服务点的文献资源保障体系,提升基层图书阅览室的服务能力。The construction of public library service system is significant, since it can affects the coverage of the regional cultural service to a great extent. The construction of Leshan municipal public library service system has the problems of unbalanced development between municipal libraries and county public libraries, unsound system of central and branch libraries, unbalanced distribution of elementary reading sites, and low service capacity. The solutions include establishing management system dominated by the government, as well as the city and countryside integrated central and branch libraries service mechanism. Also, it is necessary to realise one card borrowing based on integrated network management system, and construct literature resources guarantee system in elementary service points, and improve the services of elementary reading rooms.
