国家考古遗址公园旅游开发的政府规制问题、成因与对策研究

摘　　要：对国家考古遗址公园旅游开发的政府规制进行了研究,发现国家考古遗址公园旅游开发过程中的政府规制存在着规制主体职责履行缺位、规制法律法规缺失、规制监督力度薄弱等问题。这些问题既有政府规制理念偏差的原因,又有政府规制体制不健全的因素,还与现有的规制体系缺少社会参与有关。在此基础上,提出了在国家考古遗址公园旅游开发中完善政府规制的主要路径:树立正确的政府规制理念,健全政府规制的法律法规体系,加强政府规制过程中的社会参与和监督力度。The paper conducted a research of government regulation in the course of tourism development of National Archaeological Ruin Park, and found that there were some problems such as the absence of main body fulfilling regulation responsibilities, the lack of regulation laws and administration regulations, and weak supervision of regulation. The reasons for these problems were not only regulation idea deviation and regulation system imperfect, but also poor social participation. On the foundation of the above analysis, the paper brought out main paths of improving the government regulation in the course of tourism development of National Archaeological Ruins Park.
