摘　　要：首先对比现有BOT模式的几种基本形式在融资、建设、运营和移交等阶段的差异;其次梳理BOT项目的风险特征:除了具备一般项目的风险特征外,还具有多样性和阶段性的特征。最后针对我国BOT污水处理项目的特征,归纳出具有2个一级指标,7个二级指标和17个三级指标的污水处理BOT项目风险指标体系。Firstly, this paper compares the differences between the basic forms of BOT model in financing, construction, operation and transfer stages. Secondly, combs the risks of BOT project. Besides common risk attributes, BOT project risks have multifarious and staged attributes. Finally, establishes the risk index system according to the characteristics of BOT wastewater treatment project, which has 2 first level indicators, 7 two level indicators, 17 three level indicators.
