摘　　要：依据项目治理理论,指出建设项目治理结构是一种制度框架,并以典型的工程总承包模式为例,通过比较PPP模式与工程总承包模式,深入分析PPP模式的项目治理特点,提出完善其外部治理机制和明确内部治理模式的建议。With reference to the project governance theory, the paper points out that the governance structure of construction project is a kind of institutional framework. Taking the typical engineering general contracting model as an example, analyzes the PPP model＇s governance characters by comparing PPP model with general contracting model, puts forward suggestions to complete its outer governance mechanism and clarify its inner governance model
