火炬回火爆炸事故分析及对策措施

摘　　要：对一起炼油厂火炬系统回火闪爆事故的起因和经过进行了简要描述。根据火炬系统发生回火闪爆的三个条件,即可燃气、空气和点火源,并结合系统的设计缺陷及管理缺陷,对火炬发生回火闪爆的事故原因进行了全面的分析。为避免此类事故的发生,从水封罐补水、隔绝空气、氮气吹扫以及管理制度方面采取了一系列有针对性的对策和措施。从本质安全设计方面对火炬防回火闪爆系统提出了建议措施,如增设分子封或阻火器、增加水封罐有效水封量以及密闭脱水排凝等。This paper presents a brief description on the cause and process of a backfire and flash explosion accident of refinery flare. Considering the three conditions of backfire flash explosion,i. e. flammable gas,air and ignition source,as well as design and management deficiencies,the paper makes a comprehensive analysis on the accident causes. In order to avoid such accidents,a series of targeted countermeasures are adopted from the critical factors including adding water into water-sealed tank,cutting offthe air,nitrogen purge and management system. The paper provides advice on anti backfire flash explosion system in flare from intrinsic safety design,such as adding molecular seal or flame arresters,adding effective water into water-sealed tank and closed dewatering and condensate discharging.
