摘  要:本文研究目的是在土地供需矛盾突出的情况下,研究引领经济转型升级项目和民生项目的优选方法,为科学编制土地利用总体规划提供技术支撑和依据。运用特尔菲法、层次分析法和实证分析法等开展研究,提出了土地利用规划中建设用地项目优选的基本原则、指标体系和技术方法,并以浙江省某市土地利用规划编制为例,对建设用地项目优选方法进行实证分析。土地利用规划编制中建设用地项目优选应遵循有利于耕地保护、建设用地集约利用和项目优选指标的可获取性、综合性等原则,可考虑项目用地类型与面积、建设用地项目性质类型、建设项目用地集约化程度、建设用地项目的前期准备程度等因素作为优选指标,通过权重平均法计算项目优选综合指标值。实证研究表明,优选结果符合实际,技术方法可行。Aimed at solving the prominent contradiction between land supply and demand, this paper researches how to optimize the selection method of construction projects leading to economic transformation and upgraded quality of life.It provides technical support and a basis for scientifically compiling an overarching plan for land utilization.The paper uses the Delphi method, analytic hierarchy process, and empirical analysis method to analyze data.The paper proposes a fundamental principle, indexing system, and technical method for selecting the optimum construction projects during land use planning.It uses the land use planning a city in Zhejiang province as a case study to show the optimal selection method of construction land projects.The paper concludes that the selection of construction projects should obey the following principles:they should protect farmland, intensively use construction land and accessible and comprehensive project selection indexes, and select the optimum indexes.These principles allow one to preferentially consider the type and area of land for the projects and the nature, intensity, and previous preparation of construction land projects and calculate the comprehensive index of the project using the weight-average method.Empirical research can prove that the optimizing results conformed to the actual and the technical method is feasible.
