摘 要:近代以后,海河水患不仅给天津带来了巨大的生命、财产损失,也直接影响到了天津口岸贸易的发展。为了整治海河河道、保障海河的航运能力,在清政府和外商推动下,海河工程局于1897年成立。之后,海河工程局就着手对海河航道进行裁弯取直,并先后通过建设导流堤、挖掘新航道等方式对大沽沙航道进行疏浚。1913年,海河工程局又开始对海河进行破冰作业,从而保证了海河航道冬季的通行。海河工程局运用疏浚土对天津市区、天津港进行吹填造陆,这不仅给海河工程局带来了可观的收入,更为天津近代化城市建设和发展创造了有利条件。The flood of Hai - Ho River not only caused giant loss of life and property, but also influenced the development of port trade of Tianjin since the modern times. In order to harness the Hai - Ho River, Hai - Ho Conservancy Commission was founded under the promotion of the Qing government and foreign businessmen in 1897. After the establishment of Hai -Ho Conservancy Commission, the Commission started to curving cut - off the Hai - Ho River, and dredged the Ta - Ku channel by constructing diver- sion dike and building new channel. In order to transport in winter, Hai - Ho Conservancy Commission started to break the ice of Hai - Ho channel. Beyond that, the Hai - Ho Conservancy Commission had conducted land reclamation to the urban area of Tianjin and Tianjin Port by dredged spoil.
