摘 要:本文针对太阳能与风能等碳减排项目CDM核查/核证期间减排量签发难度大,成功率低等问题,研究总结了可再生能源碳减排项目减排量计算、项目泄漏估算及监测期突发事件应对方案,建立了可再生能源碳减排监测方法,可保证可再生能源利用项目碳减排量符合联合国执行理事会关于签发碳减排量可测量、可报告和可核查的规定,为可再生能源利用项目CDM核查/核证提供借鉴和参考。This paper mainly research on how to solve the difficultly to issue CERs,low success rate and other problems of solar,wind and other carbon emission reduction projects during CDM verification. the research concluded renewable energy carbon emission reduction projects emission reductions calculation,project leakage estimating and emergency response plan in monitoring period,establish renewable energy carbon emissions monitoring methods to ensure carbon emission reductions in line with the rules of Executive Board of the United Nations that the carbon emission reduction issuance should be measurable,reportable and verifiable. The research provide reference for renewable energy CDM project verification / certification.
