摘　　要：文章介绍了政府和社会资本合作(PPP)模式的相关概述,包括PPP的定义、模式和特征,以及目前PPP在发展实践中存在的主要问题。分析了PPP模式应用于国土绿化建设项目的重要意义,主要包括:减轻政府投资压力、降低融资成本、分担项目风险和提高管理水平4个方面,并从国家政策、资金投入及项目收益等3个方面深入探讨了PPP模式的优势,同时总结了国土绿化领域PPP模式的主要特点,提出了PPP模式应用于国土绿化建设项目的相关建议和意见,为项目的决策和实施提供借鉴。The article introduced the overview of PPP, including definition, mode, characteristics and the main problems existing in the development process. After analyzing the significance of PPP applied to afforestation and greening project, including four aspects： reduce the pressure on government investment, reduce the financing cost, share the project risk and improve the management level, the paper discussed the advantages of PPP model from the national policy, financial investment and project benefit, and summarized the main characteristics of PPP model. Finally,it proposed some suggestions to provide a reference for the decision-making and implementation of the project.
