空间规划体系中的宏观治理与地方发展的对话——来自国家四部委“多规合一”试点的案例启示

摘　　要：为推进空间规划体系和空间治理体系改革,国家四部委自2014年开始推行28个市县的"多规合一"试点工作。文章通过对此次试点的梳理与回顾,分析了试点工作中的本位主义障碍,反思我国空间规划体系存在的纵向脱节问题,明确要加强宏观治理与地方发展的协同,梳理中央与地方的规划事权关系;提出宏观层面的综合规划与地方层面的发展规划的协同对话机制,倡导建立宏观发展、区域协调与地方发展方面的共识,强调"三区三线"空间管控到"一张图"管理的上下传导。To promote the reform of spatial planning and governance system, four ministries had experimented ＂integrated planning＂ in 28 cities and counties since 2014. Based on summary and review, this paper discusses the problems of departmental selfishness and loose hierarchical connection in administration. The paper suggests enhancing the coordination between macro governance and local development, and clarifying the duties of the local planning authority and their superior. The author also suggests dialogue between upper comprehensive plans and local development plans to build consensus in macro development, regional coordination and local development. Finally the hierarchical implementation of ＂three areas and three lines＂ principle and ＂one drawing＂ planning management.
