摘  要:在我国地方政府绩效管理制度中,权力规范问题日渐突出,从绩效管理项目安排、指标设置、考核办法、结果运用等各个环节都存在权力行使不规范、不透明等问题,已成为绩效管理工作科学性无法得到保障的根本原因。通过对H省X市"城乡同建同治"专项工作案例的分析可以看出,地方政府绩效管理工作的科学性与法治化是"一体两面"的关系,在推进绩效管理科学化的同时,必须充分重视制度建设的法治化问题。In the performance management system of local government in China,the issues of power norms is increasingly prominent.There are problems such as exercise of power is not standardized and opaque,etc.,in performance management project arrangement,index setting,assessment methods,application result and any other link,which has become the fundamental reason for the scientific nature of performance management cannot be guaranteed.Through the analysis of the special work case of "Co-construction and Co-management of urban and rural areas" of H city in H province,we could see that the relationship between the performance of the local government performance management and the rule of law is "two sides of one",while promoting the scientific performance management,we must attach great importance to the legal system construction.
