摘　　要：本文从中国保监会《保险公司合规管理办法(征求意见稿)》关于保险案件问责的新规定出发,阐述了保险合规文化建设对保险案件问责的必要性,分析了现有保险合规文化建设存在的相关问题,提出了保险案件问责机制下保险合规文化建设的对策建议。With reference to the new rules about the accountability of insurance cases stipulated in ＂ Measures for the Compliance Management of Insurance Companies （Draft for Comment） by CIRC, this paper discusses the necessity of insurance legal compliance culture construction in the accountability of insurance cases. The existing problems in the current insurance legal compliance culture construction are analyzed and some countermeasures are also proposed.
