摘　　要：虽然我国农村土地承包经营权流转经历了很长一段时间的发展,而且随着相关政策和法规出台,为农村土地承包经营权流转提供了政策和法律的依据,但仍然存在很多问题和矛盾。为了使农村土地承包经营权流转健康发展,从农村土地承包经营权流转所涉及的社会保障、农民权益、流转方式、流转市场、纠纷解决等方面进行了问题分析,以完善我国土地承包经营权流转制度。Although the circulation of rural land contracting right has been developing for a long time, and with the promulgation of relevant policies and regulations, it provides policy and legal basis for the transfer of rural land contracting right, but there are still many problems and contradictions. In order to realize the healthy development of rural land contract management right transfer, the paper carries out the analysis from the perspectives of the rural land contracting management rights involved in the transfer of social security, farmer rights and interests, circulation, circulation market, dispute resolution, etc. to improve the land contracting right system.
