摘　　要：建立科学的评价指标体系有助于准确评价项目的作用及效益。对2010年以来甘肃省全面实施山洪灾害防治项目建设背景进行了全面梳理;从山洪灾害调查评价、非工程措施补充完善及山洪沟道治理等方面对全省项目建设情况及现状进行分析;通过建立5个目标因子和37个具体目标构成山洪灾害防治综合评价指标体系,对甘肃省山洪灾害防治项目进行效果评价,为今后项目决策提供科学依据。Establishing a scientific evaluation index system helps to accurately evaluate the role of projects and benefits .As for the full implementation of mountain torrent disaster prevention and control of the Gansu Province in 2010, we have made a comprehensive combing for the project construction background.From the mountain torrent disaster survey and evaluation, non-engineering measures complement and tlash flood channel governance tripartite face of mountain torrent disaster prevention project construction situation and the present situation are analyzed. Through the establishment of mountain torrent disasters prevention and control of the comprehensive evaluation index system, the effect of mountain torrent disaster prevention and control project in Gansu Province is evaluated so as to provide a scientific basis for decision-making in projects.
