摘　　要：从管理体系结构、管理程序、信息平台建设、科技投融资环境、法律条例5个方面阐述了山西省科技计划管理的现状,分析了科技计划管理中存在的利益主体间互动衔接不足、政府部门功能重叠、科技投入体系不健全、法律规章不足等问题,从科技创新作用、科技事业发展、推进改革自身3个方面指出了山西省科技计划管理体系改革的重要意义。The paper expounds the present situation of Shanxi science and technology plan management from management architecture, management process, information platform construction, environment of financing and investment and legal regulations.It points out the problems in management such as lack of interaction among interest subjects, overlapping government functions, imperfect technology investment system and lack of laws and rules.Finally, it points out the significance of management system reform of science and technology plan in Shanxi.
