摘　　要：当前我国医疗转运体系尚未覆盖非急救转运领域,非急救转运服务功能缺失,但与此相对的是,随着我国国民经济的发展,人口老龄化的加快,以及新医改的推进,非急救转运服务需求日益增多,供需矛盾逐渐显现。非急救转运作为原有医疗转运体系的补充,发展前景广阔,但目前非急救转运市场混乱无序且缺乏有效监管,亟需探索出一套行之有效的管理模式。在探索过程中,部分城市向国外引入的院前急救分类救护系统并不完全适用本地情况,而社会化运营的非急救转运公司在发展过程中同样遇到了各种难题。本文通过调查分析广州市非急救转运服务现状,结合国内外经验及当下面临的困境,探索构建非急救转运体系的对策,以期推动非急救转运产业的发展,增加服务供给,更好地满足老百姓日益增多的出院、转院等非急救转运需求。At present, the non-emergency transport service has not been involved into our country＇s medical transport system, which means the non-emergency transport service is in the absence of functions. On the contrary, with the development of national economy, the acceleration of the aging population and the advance of the new health care reform, the non-emergency transport service is in great demand and the contradiction between supply and demand has gradually emerged. As a complement system of the existing medical transport system, the non-emergency transport service has broad prospects. But the current non-emergency transport market is too disordered and ineffective supervised to keep a regular operation. Therefore, it is necessary and imperative to explore a set of effective management mode. In the process of exploration, some cities have introduced the rescue classification systems from foreign countries, which are based on different emergency types before patients are admitted to the hospital. However, the system cannot be fully integrated into the local situation. In the mean time, some socialized operational companies have encountered various bottlenecks in the process of development. Based on the status analysis of non-emergency transport service in Guangzhou and combined with domestic and international experience and lessons, this article explores the countermeasures to the construction of non-emergency transport system, so as to promote the development of non-emergency transport industry, offer more services, and meet public＇s increasing transport demands such as discharges and referrals.
