县级公立医院综合改革效果评价指标体系研究

摘　　要：目的通过构建符合实际情况的县级公立医院综合改革效果评价指标体系,对县级公立医院综合改革效果进行评价。方法利用德尔菲法结合模糊综合评价法建立县级公立医院综合改革效果评价指标体系,并运用TOPSIS法对选取的样本医院进行评价。结果建立县级公立医院综合改革效果评价指标体系,包含一级指标3个、二级指标7个、三级指标27个。结论建立县级公立医院综合改革效果评价指标体系,为县级公立医院改革政策的完善提供理论基础与导向。Objective To establish the scientific and reasonable comprehensive reform effect evaluation index system for county-level public hospitals to assess comprehensive reform effect.Method Establishing the scientific and reasonable comprehensive reform effect evaluation index system for county hospitals by Delphi,Fuzzy and TOPSIS.Result The comprehensive reform effect evaluation index of county-level public hospitals is determined.This index system contains 3 first grade indexes,7 second indexes and 27 three-grade indexes.Conclusion The related organizations can use the index system to formulate and improve policies.This index system can set an example for other regions to establish a comprehensive evaluation index system of comprehensive reform in line with its own actual situation.
