摘 要:本文利用贸易引力方程及1996—2014年的面板数据,研究TPP12国药品专利保护对中国医药产品出口产生的影响,结果表明:TPP国家药品专利保护水平对中国医药产品出口的影响系数为0.4898;人均GDP、地理距离、人口规模、共同语言、相邻这5个因素对中国医药产品出口贸易影响力系数均高于药品专利保护强度;是否与中国签订自由贸易协定对医药出口的影响系数为0.3762。为促进中国医药产品的出口,建议在与他国签署的自贸协定中应有医药品关税的实质性削减,通过技术合作提升医药创新能力,研发专利密集型药品,扩大中国传统中医药市场份额。In this paper, we adopt trade gravity equation and panel data of 1996--2014 to estimate the impact of pharmaceutical patent protection of TPP countries on the export of China's pharmaceutical products. Results show that the coefficient of TPP members' pharma- ceutical patent protection level on China's pharmaeeutics export is 0. 4898, other five factors--economic development level, geograph- ical distance, population size, a common language and adjacency have higher influence coefficient than the strength of pharmaceutical patent protection. Besides, whether signing FTA with China has a lower influence coefficient 0. 3762. To promote the export of Chinese medicine, there should be substantial reduction of tariffs on pharmaceuticals in those FTA signed with China. Enhancing medical inno- vation capacities through technical cooperation, research and develop patent intensive medicines and expand the market share of Chi- nese traditional medicine are other suggestions.
